Communicating legal notifications
CSBA sample policies can help LEAs stay organized
Communicating legally required notifications to families, staff and the community is an important aspect of school board governance. Independent of the legal requirement to do so, it also conveys valuable information and builds trust. A failure to communicate these notices at the right time and in the right manner can interfere with family, staff and the community having critical information related to student learning, academic achievement and well-being. Additionally, the lack of communication can undermine the trust that is critical to building a strong community for students.

Managing the legally required notifications is challenging. To make this challenge more manageable, CSBA provides exhibits to sample Board Policy (BP) 4112.9 – Employee Notifications, sample BP 5145.6 – Parent/Guardian Notifications, and sample BP/Administrative Regulation (AR) 1113 – District and School Websites. These exhibits detail when various notices are required to be issued as well as the relevant code sections and related CSBA sample policies. While the lists may be non-exhaustive at a given point in time, they can serve as a tool for implementation.

Employee notifications
Exhibit 4112.9/4212.9/4312.9 – Employee Notifications, which is updated annually, lists notices that the law requires to be provided to certificated, classified and supervisory employees. The list contains more than 80 required notices that are organized into four categories: notices to all employees; notices specifically to certificated employees; notices specifically to classified employees; and notices specifically to administrative/supervisory personnel. In the exhibit, each required notification details when and whom to notify, the code sections requiring the notification, the related sample board policy, and the subject of the notification. This reference list can be used by local educational agency staff members and human resource departments when working on notifications for employees. In May 2026, the exhibit was updated to include required employee notifications related to the presence of immigration enforcement on school sites and the requirement that volunteers be informed of their status as mandated reporters.

Parent/guardian notifications
Exhibit 5145.6 – Parent/Guardian Notifications lists the notices that the law explicitly requires be provided to parents/guardians. There are more than 160 legally required parent/guardian notifications in this exhibit. The notifications are categorized by when notices are required (annual notices, notices for specific times during the student’s academic career, or when notices special circumstances occur) or by type of required notice (special education notices, or notices to be physically posted in a building or classroom). Each required parent/guardian notification lists when to notify, the applicable code sections requiring the notification, the related sample board policy and the subject of the notification. For building and classroom postings, the list includes where to post, rather than when to notify, as described above. This list is a useful guide for LEA administrators responsible for parent/guardian communications.

Exhibit 5145.6 is updated annually. The May 2026 update added required parent/guardian notifications related to response to immigration enforcement; the protections, requirements and responsibilities prescribed in Assembly Bill 715; the right to opt out of any psychological testing involving a child; student absence from school without permission; the right to opt out of instructional content that substantially interferes with religious development; the distribution of digitized mental health posters online; and alternative schools.

District and school websites
Exhibit 1113 – District and School Websites is a resource that lists material that the law explicitly requires be posted on district and/or school websites. This exhibit was last updated in June 2025 and includes 34 items required to be posted on district and/or school websites. The items are listed into two sections: “Materials to Prominently Display” and “Other Postings.” Each item lists the related sample board policy and a brief description of what is to be listed. This exhibit can be an important tool to website managers to ensure websites include the required postings.

In total, these three exhibits list more than 250 required notices for which LEAs are responsible. The fluid nature of legally required notices challenges LEAs to stay current and ensure compliance. Because these exhibits can be an important tool for school boards and district staff, the beginning of the school year is a great time for LEAs to review, update and customize the exhibits in the effort to provide valuable information and build trust.
