Gavin Newsom signs final bills as California Governor
Four CSBA-sponsored bills were signed into law
Gov. Gavin Newsom closed out his final bill signing period on Sept. 30, 2026. The Governor signed all four CSBA-sponsored bills that made it to his desk. These four measures address myriad issues with one shared principle: it is imperative that California gives local educational agencies the tools, flexibility and state-level support they need to serve students effectively while eliminating unnecessary administrative obstacles.

New research spotlights growing challenges of youth homelessness
The number of unhoused students reached record levels in 2024–25
Nearly 300,000 K-12 students in California experienced homelessness in the 2024–25 school year, according to new research from the UCLA Center for the Transformation of Schools. This represents a new statewide high and a 10 percent increase from the 2017–18 school year.

While researchers noted that the Legislature recently made a historic $116 million one-time investment to identify and support students experiencing homelessness, addressing the challenges of youth homelessness must be prioritized on an ongoing basis.

President’s Message: Dr. Debra Schade
The most important voice in the room
Elevating student voice and agency in school board governance
Every school board meeting brings together people with important knowledge and perspectives. But one voice should be central to every conversation about public education: the voice of the students we serve.

Student voice is more than an opportunity to speak at a board meeting. It is an essential source of insight into whether our schools are meeting their purpose. Students experience our decisions every day. They know what engages them, where they encounter barriers and what gives their learning meaning. If we want to make informed decisions, we need to understand their experiences and listen to what they tell us.

To aid in cultivating safe environments, CSBA’s Safe Schools Toolkit, which has been regularly updated since the latest iteration was published in 2024, covers strategies for governance teams to support the well-being of students and staff.

Governance corner
Practical tips from our MIG faculty
The importance of a thoughtful onboarding process
The November General Election will bring change to many school boards. Newly elected board members will likely bring new ideas and fresh energy to the board’s work. At the same time, new trustees will need strong support to learn how the board operates. They will have many questions, some of which may include:

  • When and where are board meetings?
  • How is the agenda created and how do I submit ideas?
  • How will I get the agenda materials?
  • What if I have questions?

Supporting student mental health through policy
School boards play an important role in enabling access to early intervention
Students are best able to learn and succeed when their basic emotional, psychological and social needs are met.

The U.S. Department of Education’s 2021 guidance, “Supporting Child and Student Social, Emotional, Behavioral, and Mental Health Needs,” provides that a student’s unmet mental health needs may result in social, emotional or behavioral challenges such as eating disorders, anxiety, mood disorders and depression with suicidal thoughts and self-harm behaviors that, in the absence of effective support, may cause a student to experience reactive and exclusionary discipline, such as suspensions and/or expulsions. This can further exacerbate mental health concerns, interrupt access to and participation in learning, limit opportunities and negatively affect outcomes.
