Legal Services

CSBA’s District and County Office of Education Legal Services continued to grow and expand in 2025 by providing efficient and effective legal advice and counsel to CSBA members throughout the state. Subscribers receive access to CSBA attorneys who can provide low-cost legal services on all matters related to public education and unlimited access to the online Legal Resource Library: a repository of collective bargaining agreements (CBAs), memorandums of understanding (MOUs), salary schedules and legal resources designed to assist members in negotiations.

This is a reflection of both the demand for the service, the excellent work of the department and the trust that clients have in CSBA attorneys. School districts and county offices of education that subscribe to Legal Services saved tens of thousands of dollars in legal costs in 2025.

UCP university

Though the ability to properly follow Uniform Complaint Procedures (UCP) protocol is crucial for local educational agencies, training that focuses on the complexities of UCP are rare. Failure to comply with UCP protocols can bring costly consequences, including expensive litigation, Federal Program Monitoring audit findings, and substantial loss of time and resources. That is why Legal Services launched its UCP University, a new training designed for school district administrators, compliance officers, complaint coordinators and board members seeking to enhance their understanding of the UCP requirements and ensure compliance with state regulations.

  • Expanded the Legal Resource Library to more than 14,000 documents to help LEAs prepare for successful bargaining and recruit and retain staff.
  • The team hosted monthly Lunch & Learn webinars for Legal Services clients providing exclusive guidance and discussion on emerging legal issues, including the Brown Act, changes to Title IX regulations and pivotal Supreme Court cases like Mahmoud v. Taylor.
  • Facilitated several full-day Brown Act trainings throughout California geared specifically toward the roles of board president and executive assistant.
  • In collaboration with the CSBA Legal Office and Member Services, Legal Services attorneys provided ethics training to over 700 board members throughout California.
