Legislators and CSBA announce SOS for Student Achievement legislative package at Capitol
Press conference kicks off the SOS for Student Achievement: Close the State Accountability Gap campaign
On March 17, Assemblymembers Dr. Darshana Patel (D-San Diego), Rhodesia Ransom (D-Tracy) and Al Muratsuchi (D-Torrance) joined CSBA CEO & Executive Director Vernon M. Billy, CSBA President Dr. Debra Schade and Hope Elementary School District Superintendent Melanie Matta at the Capitol to unveil the SOS for Student Achievement: Close the State Accountability Gap campaign and related legislation. The campaign aims to improve overall student performance, close achievement gaps and establish comprehensive state-level support for local school districts and county offices of education.

CCEE talks difficulties, successes in providing direct technical assistance

The California Collaborative for Educational Excellence (CCEE) board convened Feb. 26 for its first meeting of 2026 to discuss challenges and successes in providing direct technical assistance (DTA) and ongoing projects.

Staff presented on challenges related to providing DTA, such as having multiple partners and pathways to support districts.

CSBA’s 2026 Legislative Action Week was one for the books
SOS for Student Achievement legislative package and Proposition 98 withholding took top billing
CSBA’s flagship state legislative advocacy event, Legislative Action Week, has come to a close for 2026, and more than 300 school district and county office of education board members brought their collective voice to the State Legislature from March 17-19. Bringing their lived experience to nearly 120 meetings with assemblymembers and senators, their collective advocacy helped increase attention to pressing issues facing schools and students.

Sessions and micro-trainings covered supporting foster youth and strengthening governance
Dozens of attendees gathered in San Diego March 11-12 for the CSBA Counties Governance Workshop where the focus of sessions and micro-trainings was a core responsibility of county boards — serving at-promise students such as foster youth.

CSBA President Dr. Debra Schade, a San Diego County local who serves as a trustee in Solana Beach School District, highlighted the critical part that COE governance teams play in California’s education landscape, and explained how their role stretches far beyond responsibilities related to oversight and compliance.

The importance of board self-evaluations
To lead a district committed to continuous improvement, a school board must model the same accountability and growth it expects from students and staff. One of the most effective ways to demonstrate this commitment is through an annual board self-evaluation. Conducting a self-evaluation signals transparency and shows the community that the leaders they elected are committed to reflection, improvement and responsible governance.

A board self-evaluation allows trustees to step back from their day-to-day responsibilities and assess how effectively they function as a governing team. It also serves as a roadmap for strengthening governance practices and ensuring alignment with board policies, roles and responsibilities.

Sweeping new requirements to enhance student safety
SB 848 is intended to prevent childhood sexual assault
Senate Bill 848, which became effective Jan. 1, 2026, is broad legislation intended to enhance student safety by preventing childhood sexual assault at schools. SB 848 requires the governing boards of districts and county offices of education (COEs) to adopt, by July 1, 2026, written policies that promote safe environments for student learning and engagement that address professional boundaries and establish appropriate limits on contact, during or outside of the school day, that do not otherwise include a student’s parent/guardian.

Compton USD’s decade on the rise
Superintendent Darin Brawley implemented systems and strategies to raise achievement

The Compton Unified School District (CUSD) in Los Angeles County has made historic gains in student scores over the last few years on the California Assessment of Student Performance and Progress, including a five-point increase in English language arts (ELA) in 2024–25. As CSBA launches its SOS for Student Achievement: Close the State Accountability Gap campaign (csba.org/studentachievement) for the state to create an operations and support plan that aids local educational agencies in closing achievement gaps, the association will highlight LEAs that are seeing success in their approaches to raising student achievement.

This Earth Day, recognized annually on April 22, San Diego County’s National School District will be one of six local districts participating in an event at the Fleet Science Center where roughly 200 sixth graders will learn about the United Nations’ (UN) Sustainable Development Goals and explore sustainability-focused exhibits.

The community school model in action
How a Butte County alternative education school removes barriers
A seventh-grade boy’s shoes were splitting apart. The soles were worn thin. The seams had opened on both sides, his feet bursting through. The student kept wearing them as he grew, be it on cold days, rainy days and in physical education (PE). Lucas Bradbury, the community school coordinator at Butte County Community School (BCCS) in Chico, couldn’t help but notice. And he also noticed this student wasn’t alone in this particular need.

Attorney General ’quo warranto’ opinion
Quo warranto action is a legal procedure used to challenge an individual’s right to hold public office
On Feb. 12 California Attorney General Rob Bonta issued a legal opinion that clarifies when a private party may be granted leave (permission) to file a quo warranto action for the removal of a public officeholder from office and whether the governing board of a school district may waive the credential requirement for a superintendent.
